The Division 1.8.1 - Hunter's Faith Classified Build
The Division is a game that, when it comes to sniping, isn't really all that tailored for it. Unless you're on a keyboard/mouse, using snipers in this game can be quite frustrating. Especially when you have to do more than a headshot for a kill. Fortunately, the Hunter's Faith build comes to rectify that gap. I can't recommend this for PvP (since your Stamina will be the lowest ever) but for a PvE insta-kill, this one's awesome!
Intro
Hunter's Faith Classified build is simple the highest damage build I've ever seen. However, be warned that this is not a build you can use Solo. As in real life, sniping is - at least - a two man team work, spotter and shooter. While this build is a sure killer, you'll need a healer or a good squad to take the most out of it on Legendary Missions and/or Incursions. But, if you have the right team and wanna take on those major missions, this is great for that one-shot-kill feeling.

▴ VX-1 Scope (HSD, Accuracy, Optimal Range)
Centurion / Talents: Expert + Harmful
▴ Ti-Rant Suppressor (CHD, CHC, HSD)
▴ Ext. Mag (+5% RoF, CHD)
Since I'm on console, I focused on Stability and Optimal Range on my weapons and compensate for the CHD, CHC on my Gear/Mods. I mainly use the M700 for the long range harder NPC's and switch to the SVD for incoming enemies and crowd control damage. This combination can be switched for a two M700 if you want to always go for the major HSD damage but I'm more comfortable this way.

You can switch for 5x (3% Damage to Elites Firearms) on Legendary missions. You're total Firearms will get lower but your damage will increase substantially. Since you'll be stationary most of the time, you'll need a good amount of resistance against status effect by NPC's.
▸ Booster Shot + Recovery Link + Tactical Scanner (for Max Damage)
▸ Immunizer + Recovery Link + Booster Shot (for Legendary Missions)
Talents
▸ Critical Save + Strike Back + Stopping Power + One is None
Final Verdict
Not gonna lie, just like the Tactician, this is one of my most fun and enjoyable builds. Sure, it's not perfect and yes, you'll need a good to great team to fully enjoy it but the simple feeling of getting to kill event the hardest NPC's with one shot just gives me a complete new and rare satisfaction on The Division. I advice you to give it a try and experience it, you may find yourself addicted to it!
